(with Mother) 1871 CensusHe appeared on the 1871 Census of Cheriton Fitzpaine, Devon in the household of his widowed mother. He was 11 years old, a scholar, and born in Cheriton Fitzpaine.2 
MarriageHe married Ann Hookway on 27 Sep 1880 in Exeter, Devon.

They were married in the parish church after banns and the witnesses were John Oliver [probably Thomas' brother] and M J Hookway.3 
1881 CensusThomas and Ann appeared on the 1881 Census of St Pancras Exeter, Devon, at 12 Waterbeer Street. Thomas was 22, occupation Bill Man Wine Merchant, and was born in Chudeligh [sic] Devon. Ann was 23 and born in Cheriton Fitzpaine.4 
1891 CensusThomas and Ann appeared on the 1891 Census of St David Exeter, Devon, at 42 St David's Hill. Thomas was 32, employed as a foreman cellerman, and was born in Cheriton Fitzpaine. Ann was 33 and also born in Cheriton Fitzpaine. Their children were Edith M M (4), Reginald Owen (2), and William A A (9 months). They also had a boarder (widow age 77) and a lodger (16, porter in wine cellars.)5 
1901 CensusThomas and Ann appeared on the 1901 Census of Exeter, Devon, at the Red Lion Inn, Sidwell Street. Thomas was 42, a licensed victualler & brewer and was born in Cadeleigh. Ann was 43 and born in Cheriton Fitzpaine. Their children were Edith M M (14), Reginald O (12), and William A (10). They also had one servant.6 
Research Note I have not yet found a baptism record for the child Victor Buller Oliver. His 1902 burial record shows an address of Sidwell Street, which is where Thomas & Ann were in the 1901 census. So I think he is the sixth child (as noted in the 1911 census) for this couple. 
(Admon) ProbateThomas Oliver, licensed victualler, was granted administration of his brother William Henry Oliver's estate on 2 Dec 1910 in Exeter.7 
1911 CensusThomas and Ann Oliver appeared on the 1911 Census of Exeter, Devon, at the Red Lion Hotel, 117 Sidwell Street. Thomas was an Inn Keeper and employer and Ann assisted in the business. There were 11 rooms in the dwelling. Thomas was 52 and born in Cadleigh Devon. Ann was 53, born in Cheriton Fitzpayne Devon, and was the mother of 6 children, 3 of whom were still living. Their children at home were Reginald Owen (22, brewer working at home) and William Archibald Ash (20, billiard saloon manager). Also with them was their visiting nephew Tom Oliver (14) and one domestic servant. [Note: Tom was the son of Thomas' brother William Henry]8

Funeral of Mr Tom Oliver
CHERITON FITZPAINE NATIVE

The regret caused by the death of Mr Tom Oliver, of 6, Church-terrace, Exeter, was evidenced by the representative attendance at the funeral on Monday at the Higher Cemetery.
Mr Oliver, a native of Cheriton Fitzpaine, was with the St Anne's Well Brewery Company for a number of years and later was licensee of the Red Lion, Sidwell-street. Keenly interested in sport, he was one of the founders of Exeter City F.C. Mr Oliver, who died on Wednesday at the age of 78, was associated with the 1st R.V's, and for a period was a member of Exeter City Council.
The immediate mourners were Mr and Mrs R O Oliver (son and daughter-in-law), Mr and Mrs W A Oliver (son and daughter-in-law), Mr and Mrs W J Hosegood Clarke (son-in-law and daughter), Messrs Geoffrey Clarke, William Clarke, Jack Oliver and Jim Oliver (grandsons), Miss Joyce Oliver, Miss Ivy Oliver, Miss Myrtle Oliver and Miss Bunty Oliver (grand-daughters), Miss Toomer (housekeeper), Mrs B M Belard, Torquay, and Mrs S Odam, Exeter (nieces), and Mr and Mrs S Howard, North Tawton (nephew and niece).
The service was conducted by the Rev H T Millman (assistant curate, Heavitree).
Among those present were [a long list, including:] Mr W G Sharland (cousin), Mrs Greenslade (Cheriton Fitzpaine).
The coffin was of unpolished English oak with brass mountings, and the breastplate bore the inscription: "Thomas Oliver, died February 10th, 1937, aged 78."9
